Administration
The Administration Office directs all of the departments within the Borough and addresses Human Resource needs.
Community Development and Housing
Finance & Tax
The Finance and Tax Department is in charge of matters concerning financial accounting, reporting services, payroll, revenue/tax collection, risk management, and parking revenue collection. The finance department provides financial services to the Centre Region Council of Governments (COG).
Human Resources
The Human Resources Department employs approximately 200 employees. Positions with the Borough are posted as they become available.
Information Technology
The Information Technology Department provides all technology services for the State College Borough. The main goal is to consistently develop technology solutions that not only meet functionality requirements, but also maximize cost savings, minimize support costs, and provide an integrated data environment.
Ordinance Enforcement and Public Health
The Department of Ordinance Enforcement and Public Health (DOEPH) is required to inspect and license all restaurants in the Borough as well as enforcing snow and weed restrictions and enforce the refuse ordinance. DOEPH must also enforce dog regulations, sanitation laws, referrals, and other various issues related to public health. This department aids and provides services for Patton and Ferguson Townships. Upon request, the department inspects rental housing for health hazards and tracks all nuisance rental housing violations. DOEPH will also inspect swimming pools and investigate complaints regarding health nuisances and hazards.
Parking
The Parking Department maintains over 1600 parking spaces in the downtown to serve a wide variety of parking needs. We provide a valuable service to shoppers, diners, movie goers, visitors and employees of downtown businesses, and the Penn State campus.
Planning
The Planning Deparmtnet is responsible for all matters pertaining to planning and zoning inside the Borough. Additionally, the Planning Department administers federal funding programs such as the Community Development Block Grant (CDBG) and the HOME Investment Partnerships Program. The Planning Department is also responsible for administering the borough’s First-Time Homebuyer (FTHB), fair housing enforcement, and HOME Investments Partnerships Program Administration.
Police
The Police Department is a full service police agency that is responsible for patrolling the community, responding to calls from citizens, and investigating and enforcing criminal and traffic laws of the Commonwealth and Borough and Township ordinances. In addition to policing the Borough of State College, the police department provides police services to College Township and Harris Township.
Public Works
The Public Works Department provides services such as engineering and construction management, refuse collection, sanitary sewer conveyance, storm water management, street trees, fleet maintenance, parkland maintenance, maintenance of municipal buildings and facilities, and street maintenance. Street maintenance includes pavement maintenance, street sweeping, snow and ice removal, signs and traffic markings, and traffic signals. It is oversees the sidewalk inspection program and ensures property owners keep public sidewalks in good repair.
Purchasing
The Purchasing Department is responsible for the administration of the Borough’s Purchasing Ordinance and regulations. This includes developing and reviewing specifications for bid packages, maintaining vendor contacts to enhance procurement of all municipal services and supplies, reviewing contracts, and the acquisition of required goods and services for all Borough Departments.
